Keep in mind the Clinton Foundation's dodgy behaviour in Haiti, Laura Silsby (a "government-approved caretaker") being apprehended attempting to traffick 33 children across the border in to the Dominican Republic to a "shelter" and lastly, Beyond Borders situated opposite Comet Ping Pong. An unusual trail of coincidences if coincidence they are."

The timeline matches the article you've linked above perfectly (the report says "since 2011") and we know from WikiLeaks (source is in the thread I've linked above) that Hillary Clinton was receiving email updates regarding her whereabouts during her foreign incarceration. I'd be interested to know if there are any ties between NLCR and the Haiti obsessed Beyond Borders branch situated over the road from Comet.
