I happened to remember a few years ago (in late 2012), when Russia had completely disallowed US citizens to adopt Russian children due to 19 of them dying under US adopive parents' care.

The Dima Yakovlev Law bans citizens of the United States from adopting children from Russia. The law was signed by Russian President Vladimir Putin on 28 December 2012 and took effect on 1 January 2013.

Not sure about these leads, but the fact that Russia has banned us citizens and agencies from adopting their kids is telling. What do they know that we don't?

I hate to say it, but look into Tibetan Buddhist temples. They bring over kids, the parents ask and get no money, all money paid is state side. I heard this from an adoptive mother here in 2005. She had a beautiful little girl, 10 years old. She said the mother had died and the father had 5 boys to raise so he gave her up. For free. She said they were leaving the door open for the family. I never saw her again. That's all I know.
