correct, no permit for CPP, because he got one for that other building instead, to make sure there was no evidence of any work happening at comet, whilst still having a permit to do the work.

Why have the permit at all though? If the cops showed up at Comet and found him doing work it would still be illegal. I don't really understand what the benefit would be.

Maybe so the contractors could file paperwork legally and not bring suspicion to CPP?

Again, I'm wondering maybe tax purposes? His contractor friends wanna look above board and need to explain where all this thousands of work being done is being charged to/related with? Voila, permit?

This is just a speculation.

Yeah maybe. There's not much reason otherwise to file the permit.
