There have been claims that any construction would have been illegal at those locations. I have not seen anyone investigate the proper location namely where this picture appears to have been shot: Room 11, a restaurant a couple of blocks away (see comments at the instagram image). I'm not a resident and it would be difficult for me attempt to research whether they had a permit for this overseas.

USA residents, can anyone look into records of construction of Room 11?

I'm going to search someone who knows more about the existing tunnels and whether Room 11 is at a corresponding location above one. Updates later (and if you know more or someone who knows more about the tunnels, tell them and let us know.)
