No one can throw up that high, and it wouldn't be that effective.
Laser pointers. Everyone can carry them, they are concealed easily, don't equate lethal force, and can be used to incapacitate / temporarily blind riot police as well.

Then you need to have one of these. https://c8.alamy.com/comp/KMM6EA/medieval-catapult-at-battlement-close-to-red-tower-landmark-of-alanya-KMM6EA.jpg and just load it with a metal reinforced netting or some wire fencing and it you even get close the blades will snag up and oopsy the helicopter go boom and it plunges into the ground below.
