Concept:
A user-defined whitelist of accounts which are allowed to trigger notifications via pings; accounts which ping the user and are not whitelisted, will not cause a notification to appear in the "submission mentions" & "comment mentions" of the user's inbox.
Implementation:

User account setting - boolean - "Enable ping whitelist" (checkbox toggle, false by default)

User account setting - text - "Ping whitelist" (text input similar to recipient field for private message, usernames separated by comma and space; ", ", empty by default)

User inbox modification - new section - "Junk Submission Mentions" (If ping whitelist is enabled, non-whitelisted submission mentions are stored here without affecting the unread notifications alert/count for the inbox icon in the login/logout/user panel)

Why?
Because Dial_Indicator is a sperging, spamming faggot. If he, and others like him, won't be banned for it, users should have some way of preventing him/others from creating a mess in their inbox.

Establish rapport with them in public or private.
The whitelist would be disabled initially/by default, so it's unlikely that many users would enable it without reason to (eg: being ping spammed previously by Dial or people like him).
