Please listen to my proposal; It would be one of the most effective yet easiest ways possible to get rid of most shills..
The Problem:
The recent CTR infiltration in to /v/pizzagate merely exposes the huge loophole that has existed in voat's CCP system since conception.. It is time to talk about and deal with the elephant in the room: The fact that CCP can be easily gathered any where from any subverse, and then used for nefarious purposes..
CTR, or any shills in general, can easily garner massive loads of CCP in any subverse, for example /v/aww, for the purposes of turning around and using that CCP in other subverses (such as /v/pizzagate) to up-vote them selves straight to the top comment, and down-vote any views that are dissident to theirs or points them out as the shills that they are..
The Optimal Solution:
The best solution would be to change voat's CCP system from site-wide CCP to subverse-specific CCP.. That way people can't rack up CCP in /v/skinnypeoplehate (not sure if that sub really exists) and use it against members in /v/fatpeoplehate.. You can't rack up CCP in /v/deathmetal and use it against /v/countrymusic.. Each subverse should really have their own CCP specific to only that subverse..
It makes it so that people that are new to a subverse have to prove them selves in that subverse before they can start down-voting every thing in that subverse in to oblivion.. What if I decide I don't like /v/fatpeoplehate?.. Even though I've never contributed to that subverse, I could barge in with my site-wide CCP that I've accumulated from other subverses, and down-vote every thing and every one there as much as I desire with out running in to any CCP limit, maybe just because I don't agree with them and their subverse.. Does that seem fair?..
This would also prevent CTR and other shills from being able to accumulate any meaningful amount of CCP to attack /v/pizzagate with.. If a CTR shill wanted to attack /v/pizzagate, they would have to accumulate sub-specific CCP in pizzagate, which means that they would have to write 100+ comments that pizzagate likes before they can start to make malicious comments.. And at that point they would give up, because the system would make them work against them selves just for the ability to down-vote, and they would give up way before they reached that point.. It would make running a CTR campaign magnitudes more expensive for the same pay-off..
The Realistic Solution:
Realistically atko and puttitout are probably not willing to hard-fork voat at this point (even though it would work out better for voat in the long-run).. In this case we do the next best thing: Create an option for each subverse to optionally use subverse-specific CCP if they want to.. This would be implemented as a check-box for subverse owners to check-mark, which would specify that their subverse will not use the site-wide CCP in that subverse, but instead will use the sub-specific CCP..
Sadly, this idea for voat will probably be lost in the millions of other ideas that are never actually implemented.. Seeing the recent vote-brigading recently in /v/pizzagate shows that if CTR really wants to, they have the power to exploit this loophole in voat.. I am hoping atko or puttitout happens to see this post (probably 1 in 999999 chance) and then realize how much it could benefit voat and decide to actually implement it..

Sadly that's not really the same thing though.. That option still works on site-wide CCP, which means some one with very high CCP could still go any where they choose and start down-voting people in any subverse.. That option also only deals with down-voting and not up-voting..

Problem is non existent.
Moderators can set subverse specific CCP if they choose to but they no longer appear in /v/all.

I can't find any information about sub-specific CCP.. Where are you getting this information from?..

It is always on a subverse's side bar the amount of CCP required to participate in that sub.
