A Veteran is someone who served in the US Military and was honorably discharged, the reason is irrelevant. Has nothing to do with deployment.

It's very specific: Title 38 of the Code of Federal Regulations defines a veteran as “a person who served in the active military, naval, or air service and who was discharged or released under conditions other than dishonorable.” Now a combat vet is something different, and has a subjective definition.
