That isn't the definition of veteran.

A veteran is anyone that serves 180 consecutive days of military service. You do not need to be deployed, you don't need to see combat, you don't need to even be in a combat role.

A Veteran is someone who served in the US Military and was honorably discharged, the reason is irrelevant. Has nothing to do with deployment.

It's very specific: Title 38 of the Code of Federal Regulations defines a veteran as “a person who served in the active military, naval, or air service and who was discharged or released under conditions other than dishonorable.” Now a combat vet is something different, and has a subjective definition.
