There is a wealth of historical precedent. In times of disruption and deprivation the following items become like money in terms of ease of trade and value, in descending order of value (or maybe liquidity): weapons, ammo, fuel, tobacco, liquor, coffee, food, clothing, generators.

In terms of planning, I'd say it depends on whether you're trying to survive, or trying to trade one thing (like ammo) for another (like food), or whether you're trying to amass more.

Not saying that's a definitive list, it's fairly arbitrary. It will vary a lot depending on the nature of the crisis: ammo and weapons wouldn't have helped much during Katrina or a similar natural disaster, but food and water would. In a scenario of total anarchy personal protection and the defense of resources would be the top priorities.
