What walletexplorer does is called address clustering. When you spend bitcoins, your wallet will take input from several txouts belonging to several addresses depending on amount to be spend. So walletexplorer works on a simple heuristic:
If two addresses appear as inputs in any given transaction, they belong to same user
More detail about this method can be seen in this paper by Reid and Harrigan. Of course, this method will fail in case of mixers and coinjoin transactions. There are advanced ways to even detect transaction that go through mixers, but I don't think wallet explorer does that
To find name of wallets it can scrap forums like bitcointalk, some addresses are tagged publicly in blockchain.info, also it can has bots trade on major exchanges to get their addresses.

Basically the OP link is inaccurate as it's combining Voat's address (1PhBpbED6uEnrvy5s9F9axBZbK8fWAeZdc) and others with what would most likely be an exchange (The one with the $7m).

Not in one lump sum from some "angel" but in small donations happening constantly. Basically, if this is really voat's bitcoin wallet, then the idea that we arent providing enough money for voat to run, is a HUGE LOAD OF HORSE SHIT, because in the first page of transactions alone, which doesnt event cover all of 5/19/2017, there is 2-3 months worth of server costs of bitcoin coming into that wallet.

but the wallet explorer is designed to differentiate between different wallets and multi address wallets. The wallet explorer is indicating that the voat btc address is a part of the wallet that contains the $7.7 million. this is how the Mycelium wallets work. I use Mycelium and I can generate as many addresses as I want for my wallet. So I can give different addresses to different people. The WalletExplorer is meant to counteract that by tracing the interconnected addresses to show which addresses point to the same wallet.
