What is /r/SoapBoxBanHammer, and why do they run almost all default subs? (askvoatanon)

I keep hearing references to SoapBoxBanHammer as some sort of cabal, and in reference to targeted harassment campaigns.

When I look into it, it seems that it's the same group of users almost every time when it comes to trying to shout people down. Is it possible these are the same people who ran Reddit into the ground?
