100 CCP is yet again a requirement to downvote and changes I pushed yesterday are now reverted. I spent about 6 hours yesterday reading your comments on my announcement and I think it's pretty clear that majority of you had concerns with removing restrictions. Back to the drawing board I guess. Please accept my apologies for causing the mess.

It encourages participation in discussion. I think that's why most people like it.
It also makes you earn the ability/responsibility of downvoating.

I don't have data to offer you. But, commenting is a requirement for participation.
The ability to upvoat is limited, and downvoating is restricted until a user participates by commenting, otherwise they can't participate in voating (without restriction).
Again, these rules mean if a user wants to participate in voating, they have to participate by commenting. This encourages participation in discussion.
