I've seen several new users on Voat ask how the upvoat/downvoat system works. I would like to dedicate this post to explaining that system.
First, allow me to introduce you to the Voat acronyms "SCP" and "CCP". At Voat, your activity, whether submissions or comments, is measured in Contribution Points. They are split into Submission Contribution Points (SCP) and Comment Contribution Points (CCP). These figures are located right next to your username at the top right corner of any default Voat page once you log in.
Now, let's explain how the Contribution Points system works. We'll start with submissions. When you post a link (to an external site) or start a discussion (a self post), your submission automatically gets an upvoat and you get a +1 added to your SCP total. When users start upvoating/downvoating your submission, you get +1 for each upvoat and -1 for each downvoat added to your SCP total. Comments, on the other hand, start at 0 points. So you don't get anything added to your CCP total by just commenting. Your CCP total is affected only when other users start upvoating/downvoating your comments. You get +1 for each upvoat and -1 for each downvoat added to your CCP total. Note that if you upvoat your own comments, your upvoat will not be registered and nothing will be added to your CCP total.
So now that you know how the Contribution Points system works, let me explain some rules. You start your Voat journey with 0 SCP and 0 CCP. At this early stage, you have a limitation on how much you can upvoat, whether posts or comments. Your upvoats are limited by your own CCP. The rule is "Number of upvoats you have per 24 hours = Your CCP / 2". There is an exception, of course, for fresh new users who start with 0 CCP. They get 10 free upvoats per 24 hours. By positively contributing in discussions, with comments that get upvoated, your CCP starts to grow. Once your CCP total hits 20 points, which automatically gives you 10 upvoats per 24 hours, you no longer get the free upvoats. As you probably have noticed, this means that CCP is more important than SCP in Voat. So positively contributing to discussions through comments is more beneficial for you than submitting new posts.
As a new users, you also have a limitation on how much you can downvoat. Again, your downvoats are limited by your own CCP. The rule this time is different, though. It's as simple as "You can't downvoat if you don't have 100 CCP". Note that when you pass the 100 CCP milestone and aquire the downvoat ability, you can still lose it if your CCP total drops back below 100.
Voat also has some limitations for users that accumulate a negative CCP total. If your CCP total reaches -50 or less, you will be limited to 1 submission and 5 comments per 24 hours. This rule was introduced only a month ago to throttle troll account.

Effectively, this means that a user with 100 CCP can no longer downvoat more than 100 submissions, the same applies to comments.
This piece of info might be the answer to the question "Is there a limit to downvoats?" The limit would then be your total number of CCP.

I've checked Voat's github source code (the Controllers folder) to verify the info and rules I provided in this post are correct. If anyone is familiar with C#, please browse through the code and let me of any comments.
I contacted @PuttItOut to verify if my interpretation of the rule mentioned in Update 1 is correct. I'm waiting for his reply.

Note that if you (or a mod/admin) delete one of your comments or submissions, the number of upvoats/downvoats of the deleted comment/submission will be deducted from your total CCP/SCP.

I feel like the CCP rules seem a bit overly aggressive, in that it can target anyone with an unpopular opinion in a thread, whether they are being respectful or not. For example, I had 17 CCP earlier today, close to reaching the 20 milestone, but because I chose to make several sincere but unpopular comments in this thread I'm now sitting at -17 CCP (and still dropping). Like, I'm not inciting hatred, or trolling, I'm just holding a view that HAPPENS to be unpopular in this one specific thread. As such, voicing a dissenting opinion at voat seems to be discouraged, because it can severely limit your posting and voting capacity. You're welcome to read my comments there yourself to judge whether you think I was acting out of line, but I feel I was behaving reasonably. In fact, I implore you to read the thread, and really consider for a moment whether my behavior there is of the sort that ought to not be on voat, or if it is the sort of dissent that should be allowed.
If you want an echo-chamber of opinions, this is the type of policy that gets you there.

I always thought downvotes should've been removed from Reddit and I hold the same opinion here. If you disagree with what someone has written, express it in words and not the petulant, anonymous click of a down arrow.
In nearly 10 years on Reddit, I rarely downvoted and if I did, I explained why I was downvoting someone.

Without even reading the thread, I believe that the voating system rules are brilliant and justified. They are put in place to encourage discussions and curb tolling/spamming. The rule you quoted is essential for the voating system to work. I'm ok if you disagree with the value, and I personally think that the value -50 would need to revised based on the size of the overall community (if Voat reaches 1 million users for example, -50 would simply not work). But the concept of limitinf account that drop beyond a certain CCP value is a good and much needed rule.
The whole voating system here at Voat is based around CCP and not SCP like deaddit. This is a big difference and some people find it hard to adapt to for a while. Comment contribution is the key. Be engaged and comment a lot is (should be) Voat's motto. Sure, once in a while a lot of people will disagree with you. But, unlike deaddit, a lot of them will tell you why because they understand the system. They understand that comments are what matter. I've seen a fair share of comments that get heavily dounvoated here, but I haven't come across an account that got to the -50 limit where they didn't deserve it. The thing is, you comment, you find out people disagree and downvoat you, they tell you why, and that's that. If you don't turn aggressive or insulting and keep 'spamming' with your already established position or 'trolling' users for their opinions, then you're good. You'll have other comments in other communities that get upvoats and things will balance out. If you go on a crusade to try and change people's opinions by force, then you'll probably reach the -50 threshold and rightfully be limited to 1 submission and 5 comments per 24 hours.
If a certain opinion happens to be unpopular, then it's not really an echo-chamber effect. It's just that it's unpopular. No one is stopping you from saying it or believing in it, but it just happens to be unpopular and people will act accordingly.

That can be a very dangerous thing when it discourages people to comment because then they may get down voated more for no reason. I know that it most likely won't happen but it can be a fear.

Well, it's more of an indication of how much content you submitted to Voat. In the grand scheme of things, it's not important. That's one of the major differences between Voat and deaddit. Comment contribution here at Voat is more important than submissions. As a result, you probably won't see the meaningless race to accumulate internet points that results in shit posting here.

A download limit would be in the form of a certain number of downvoats per 24 hours. It will not be tied to how much CCP total above 100 you have.
Speaking of downvoats and CCP, there was a very good suggestion, presented at /v/ideasforvoat some time ago, to give downvoats a 'cost' by making it substract from your own CCP. It will not prevent people from downvoating, but will make them use that 'asset' more wisely. It would also encourage more discussion since people who decide to use a downvoat would be compelled to say why they did it in a reply comment.

I find it really really weird having rules for downvotes that are different than the rules for upvotes. They are exactly the same functionality. Why should there be any more barriers to expressing a negative view than a positive view?
I am absolutely against this sort of thing. Why should I be mathematically enforced to express positive opinions more than negative opinions? This is really the sort of thing a website like this should try to avoid since it is an arbitrary rule that ultimately defines the entire score system.
I am not mad :P I just feel very strongly about this. It's a form of ingrained censorship and offers no real advantage as far as I can see. Isn't the Voat CCP system enough in terms of catching vandalism?

I believe these measures are put in place to curb the influence of trolls and spammers on the voating system and the content shared as a whole. The concept of 'earning' your upvoats or downvoats through positively commenting (the only way to increase your CCP) is brilliant in making new users adapt to Voat's friendly atmosphere. The limitations put in place have a diminishing effect the more your CCP grows. If you're at 1000 CCP (which means you got 1000 points total after subtracting downvoats from all the upvoats you got), the limitations would be 500 upvoats per 24 hours and a total of 1000 downvoats (that's not taking into consideration new comments you might make). This is obviously plenty of room for users to express themselves by upvoating what they like and downvoating what they don't.

I don't think it's a form of censorship.
This design would make it so that in order to express your view at all by up/downgoating, you must be an active member of the larger community, which makes sense to me.
