The ESF was created in the thirties to keep the dollar stable by any means possible with no oversight (congress didn’t WANT to know). This fund is overseen by the Secretary of the Treasury and manages by the Federal Reserve Bank of NY. It funded the OSS and now the CIA along with it’s own goon squad. No oversight.
