I would like to think this points to progress, however two possible reasons why this could be an exception not the new rule are:
1) Ex leader. Why ex? Not just not the leader anymore but not associated with the group. A falling out? Lost protection?
2) It's never been the case that all judges and DA's are Masons (which generally wold mean they'd corruptly protect Masons.) This Judge Carlos E. Mendoza may not have been, and the DA may not have been.
If either of those are true then the story may not be indication of any weakening of the grip.
