What does he mean by “ammunition is finite”? He’s trying to get them to spend ammo? Why? I’d rather they didn’t have a chance to even shoot because when ammo is spent, someone can get hurt and I’ve had enough innocent ppl getting hurt when we supposedly have it all.

Probably means in the past. But the ammo is all gone now, no step five.
