I love this but I am curious about what is defined in the bill, that is actually animal cruelty. Does it include starving an animal or chaining them up in the back yard, high heat/cold exposure?
I love animals and have seen so many people neglect them. I don't think people who do what I have described, should be allowed to own animals like dogs, etc.
