Than I think you're foolish. A cruise with parents (and "parents") and children is the perfect cover for constantly moving children in and out of the island. Small boats traveling to and from the cruise while they're stopped at a snorkel location are not going to be noticed or suspected. Random private boats which may be spotted with underage kids on board would be far more conspicuous.
It's a private boat charter that does snorkeling around little St James. It's a likely only an hour stop. It would never stop at the dock at the island. So to understand the concept you believe

No. They don't get onto a third party charter boat and go out with the rest of the people and stop at the snokel spot. They'd leave the cruise ship separately, why would they go with the actual tourists? The Cruise ship and actual chartered snorkeling would just be cover for the actually trafficking of people who probably are never even seen during the actual cruise by other people.
