Ok, so I'll ask. Did the Admiral relay (not relate?) time dysfunctions to us? If ;related' give context or point to a source, ostensibly to an unclassified publication of CIA origin. The issue is that the CIA uses encrypted EC2 storage for SECRET/NOFORN and above material. Is what you're proposing that the CIA is purposely leaving open source bread crumbs? If so why would they do that? Who would do that within that organization?
If he did relay, via what venue and how did he discover these 'dysfunctions'? Why be cryptic about it if we're supposed to know and benefit from 'knowing'.

ESP/PK blocking / Looking for adepts and either targeting them through 5G or provoking and tracking (declassified shows these programs in preplanning stages and successful testing)

5G unified communications design and spread-spectrum profile is well above the frequencies recorded that our brains operate on. Are you implying that there are adepts that process cognitively spread-spectrum? How would ESP/PK be facilitated otherwise if that is not the case? Is there a bridge or harmonic/scintillation effect that is enhanced in some way via atmospherics that enables 5G to be used effectively for seeing out the adept?
Armed Forces. For certain control groups I'd say yes it's possible they're heavily dosed. Many of us in the Armed Forces skip vaccinations and just take the reprimand. I haven't had a flu shot in 7 years and unless I'm deploying to a region where I need it, I don't get dengue, malaria, or encephalitis shots. I've only ever had it once and that was 20 years ago. Again if there is a control group somewhere, ok, but in general the military vaccination administration chain is not 100% watertight.
Tracking DIA. I work in the agency albeit in a very compartmented facility away from the Main Headquarters on Joint Base Anacostia-Bolling. I wouldn't doubt they administer several programs in tandem with other ABCs. None that I'm aware of, but still.

The NSA document ending in 30008-7 is written purely from a social science standpoint. Details throughout the tome feature caveat after caveat such as "appears to be" or "at times"; specifics on the waves or enumeration as to how subjects propagate or how frequencies are used/detected/observed/emitted via ESP/PK aren't there. The document is instead filled with statements such as on page 66 "It appears that some subjects who in the first preliminary test were told they did no better than average tended to suppress their ESP capability which had the result of producing a significant negative deviation in the second preliminary test."
This statement is backed by ZERO empirical data. Not even so much as "we held up 2 fingers and they said 3" or "we witnessed a box move from the corner over to near the door". There is no mention about what the control (s) was/were to codify that written statement, no measurements whatsoever, and scant evidence that any of what was actually recorded was done within any defined parameters. The paper is littered with that sort of thing. I am not satisfied with the data presented. A study that would hope to be taken serious would need to have something akin to what is posted here: https://cccbdb.nist.gov/vibscalejust.asp; this is what I do for a living.
