If I was to take a guess Q/IAmQ was trying to get some traction via posting highly controversial content to draw attention to himself to kick off the dissemination program but it took a few tries before it gained some traction.

I suspect stuff like this were "dry runs" to test reactions and traction, etc. See how drops are taken and what was done with them. That FBI anon thing as well.
