They need to use simple majority. Constitution is silent on topic oddly, probably to allow a three party system. Nowadays its called the Democrat Nuclear Option and now Trump can employ it in either house or senate.
Brilliant timing by Trump. The 60 vote requirement is not precisely correct. They need sixty votes to end debate, to pass a bill they always only need 51. The only way to keep it from coming to a vote is to debate it —— which would mean spending Christmas on the Senate floor. They will get their sixty votes to bring it to a vote. And, Trump will get his simple majority and it will pass.
Its less than 51 as long as a quorum is present. Then it can be far less than 51 (such as 26) so long as it meets the rule of : "A simple majority vote is defined as at least 50% plus one of the Senators voting"
A Quorum is 51 senators at this time. So if 51 of the 100 show up, and a vote is taken, 26 votes would pass it.
