PLANEFAGS is there a reason 2 craft would fly almost on top of each other from start to finish of their course? Above 40kft (QRV)

I have been tracking 2 craft flying from Cleveland and although one plane has NO call sign...the other has a little info...flying from Cleveland to Oakland. They are above the 40k limit for commercial jets. Is it normal for them to fly so close....only 25ft between them at times. I am new to watching them with radar but have observed for years in the sky as I live under a direct flight path.
