Imagine you want a wheel, but it's illegal for someone to sell you one by mail. So they ship you an 80% wheel -- that is, it comes as a metal disk, solid through and through.
Obviously, in its current state, it's useless. You've got to remove about 20% of the thing before it can function as a wheel. So you get your handy dandy drill and take out 20% of the material, thus converting it into a functional wheel.
You can now install your axles and gears and all of the stuff that makes a wheel useful.
