Why would a random 14 year old girl receive some kind of awesome future medical treatment? Its far more likely the bullet didn't rip through her brain. She was in a coma probably due to the swelling of the blood in her brain cavity. (Assuming the bullet went into the brain's little dark area without actually hitting the brain itself)

The conspiracy is that either:
A) People have been pretending a little girl was shot in the head / dead and wasn't.
or
B) She was shot in the head and given medical services that aren't available to regular people which resulted in her recovery.
