When the screen res was something like 320x280 in 16 colour mode, they didn't take up much room at all!

I ran Win 3.1 from about 1998, bought WinXP when it came out, then switched to Linux in 2004. Never looked back.

Win 3.0 didn't have a start button. Also the dos prompt doesn't accept input. Got bored in 20 seconds.

It's a game. You have to log into the osiris system and then track down a criminal. It's probably your friend Fisher Rainbows. I lost interest when I needed to create a new user of a forum to track the guy. At that point there's just too much to explore.
