If we follow logically that water is a right then so is car, or a basketball or fireworks. They must be rights as well.
But they are not .. rights are inalienable to the individual and thus are the actions the individual can demonstrate .. ( speech, silence, defense, etc ...) and come at no cost to the individual or his neighbor.
Services and goods do come at a cost ( in resources and labor ) and thus there must be payment for them and so are not free and therefore not a right

Webster's defines a right as "something that a person is or should be morally or legally allowed to have, get, or do". Water is considered by most something people morally should be allowed to have.
Also your argument does not stand as nobody would die from lack of fireworks or basketballs. I could say your argument does not hold water.
