Insta-BOOM! They managed to do it in a way that caused the technicians to waste time on red-herrings so they blew a couple more transformers when they tried again... and again.
Why though. Its been collapsing since 2013 in a slowfall, why risk international incident if you can just stand aside, sip a margharita and watch the theatre?
Letting the situation continue runs the risk of the local regime recovering, or stalling out and going North Korea which would leave you waiting forever.
And no matter which way it goes for you, your victim is in a no-win scenario. If they tell the truth then nobody will believe them. The only thing they can do is get the damned lights back on, quickly and quietly, and even if they manage to pull that off then they still can't say anything without either sounding like a scaremonger or incompetent for preventing a situation in the first place.
Venezuela has the largest oil reserves in the world. The problems Venezuela is having are in large part to US sanctions. Just like Syria and Libya, there is a huge push for war.

EMP weaponry isn't new, secretive, or hard to make. The US isn't the only country to have it.
If the u.s. anything secretive by the alleged attack, it's that it happened, not the technology used.
