Of course they are ready to do just that on a broad scale (ie, jam everything) when needed. You can see it simply based on the few leaks how much money they spend on things like this. The Pentagon alone has over 28,000 full time employees whos only job it is is to do PR", ie, to convince us that what they are doing is right and what the people opposed to them are doing is wrong. Anytime you need that many people, it's a pretty sure thing you ain't doing the right thing.

The one thing that it would be impractical for them to "jam" is HAM radio. AM/FM is easy, just cut power and take over the station. HAM would need to have all frequencies flooded with signal and that's gonna require some rocket surgery level work.

Yeah, they run on magic smoke. If you see smoke coming out, it means you have a leak and your radio won't work.
