You don't need a license to broadcast in times of emergency. So if you're driving along a country road and get in a wreck, you're good to broadcast for help. But going through the process of testing for a license will teach you a lot you need to know.

The one thing that it would be impractical for them to "jam" is HAM radio. AM/FM is easy, just cut power and take over the station. HAM would need to have all frequencies flooded with signal and that's gonna require some rocket surgery level work.
