I don't believe that most astroturfing is done by bots - there is no evidence to support this assertion. Operation Earnest Voice, for example, employs humans. That said, trolls and astroturfing may be from any source that wishes to harm a community. There is no solid evidence of the origins of this sort of disruptive content on our subverse.
You're right though that there is a test that can be applied to determine if commentary or content is valuable - we can check to see if it is logical, if it is an appeal to emotion, if it cites sources, if it is coherent and not random babbling, if it is bigoted, if it is low-quality content like memes, if it's a comment that helps people to think more critically about topics rather than cause people to polarize or to think less. Such a "test" can be applied by any person with the power to wield a downvote or respond with clarifying questions.
Would you like Boiled Dog for lunch? Or a Child's Liver, humans would be revolted by such an inquiry, a heartless bot just just keeps emitting text.
Hell even the call center folk would probably think the boiled-dog would create salivation, and a child's liver is worth big money in the Israel transplant biz.
