"Reddit" has shown that "Down Vote" has been used as a "psychological tool" to crowd out discussion and make people believe something is "unpopular" when it is not.
This is a simple psychological trick, if everyone "appears" to be down-voting something and, then most comments are negative, most other people will be "afraid" to be the odd one out and say "no i agree with this" it is simple crowd psychology.
Reddit uses this physiological tool beautifully to promote "Cat pics" and destroy discussion, I can give countless examples.
Eventually decentralized information "gets it right" that's why we have "VOAT" if Voat does not get it right we will have the next site.
however i can make you a bet:
The time differences between the "public" or the "user" figuring out which site is the "optimum" will get exponentially smaller.
I.e if "VOAT" ends up as a Donkey, it will be a very small time frame before people that want to have a discussion build a new "VOAT"
I think that a 1:1 Ratio on up down CP is good, with the 100 Set as it is.

got linked here from a thread on v/askVoat and thought i'd join the discussion. i think the downvote is definitely used to control and create conformity. it's a scare tactic to prevent people from speaking contrary to the hivemind. crowd control for sure. "how do we prevent this idea from becoming popular?"..shame them..then they use things like you said, cat pics or cat taxes, or whatever to draw their attention from important ideas.
they use entertainment instead of education/discussion to distract and deceive. that's what they do with any major conspiracy or scandal. "don't look here..look over here".

Ahh but you see that's actually perfectly predictable and understandable -:
If you were a bunch of "Reddit" manipulators you would have had your eyes on "r/conspiracy" for a long time, it just makes sense that they would want to Sub here in the early days (in the possible assumption that Voat would be that donkey)
so then by default they are just doing what they would do, focus on the subs with the most discussion about the topics they want buried.
