I feel that a shadow government need not be in power, in this scenario. Its a case where game theory has civilization stuck in a recursive loop. In other words, a nation's best choice for preservation and success now happens to also perpetuate the problem that landed them there in the first place. To break the cycle, one of the major players would have to take a fall. And nobody wants to fall. Self preservation betrays us.
There is (imo) a group of people that set the pieces up to funnel world policy into the loop we now see. These people might only have moderate power, but in the right places, that's all that is needed. They are the ones that stand to gain from this loop. They are bankers, industrialists, investors, and idealists. Many of these people might not even know they are of the cabal.
Considering the above, a true single nation would be neither possible nor profitable. The cabal is only as powerful as it needs to be, to make money and reinforce power. It would however, be an ideological one world government. A single government united by goals, rather than laws.
Much like in the Middle Ages the power structures compete with each other but not from thrones and castles or in public spectacles. The real power now jockeys behind the curtain of political theater.

The beach we were swimming at, was surrounded by rocks. The current was taking us out to sea, but luckily I was with my grandad. He was an ex deep sea diver, spent his whole life salvaging ships. We swam for twenty minutes straight to get back in, got cut to ribbons on the rocks.

Not to mention it wouldn't have the values of any particular nation, so the American rights of free speech, right to bear arms, don't think the European contingent would want that. There would likely be free movement of labor so if you think an influx of refugees is bad now, imagine when they wouldn't even need a passport.

remedy for your business must go through a world court, not the state you live in. How does that sound to you for starters?
