A dog's nose is something like 40xs more sensitive than a humans and all police officers carry pepper spray in large containers that spray a cloud 4' wide.

Just from an unbiased and neutral standpoint would it not be smarter to use the can of pepper spray that gives you a better chance of subduing the dog rather than a bullet that can miss under stress and wound someone else?

Just a little common sense? But no, cops SHOOT THE FUCKING DOGS the first chance they get.
