The thing I've learned about angel investors is that our tax system is designed to allow rich people to erase tax liability by losing money. There are a number of people who have so much income from investments that they have to lose millions of dollars every year or the government will take the money instead, so they can give the money away literally risk free in order to consolidate more ownership over a market that is already rigged in their favor. In the tech industry a lot of them are playing Pokemon with software engineers. They invest millions in a company that they know will fail because they want control over it's employees. After it fails they take the best employees and move them to onto a project they actually care about.
Also sometimes an angel investor is just a government intelligence industry representative and the money comes with a national security letter.

If this dosen't smell of the chosen ones scheming yet, I kid you not one the most prominant ads begins with "6 million Australians cyber security is compromised every year" I remember saying to my housemate once that they just pulled that number out their ass but didnt click at the time who loves using that number in stories to support their extortion rackets.
