I did. I watched the GitS movie, some seasons of the show and admittedly only read summaries of the manga. I found it to be a degenerate Choose Your Own Identity story which prefigured the current state of Clown World. Forgive me if I insult your favourite show but these things can be subjective (and also my Japanese is far from perfect so I may have misunderstood things).
The basic idea is a transhumanist world where you are nothing but a mind in a shell of a body which you can buy off the shelf. It tries to be all deep but comes across as shallow and pretentious. It kvetches over the transhumanist notion that we have no essence (in the philosophical sense): no ethnicity, no gender, nothing, because we can just buy whatever body we want to be. The Major is a chick seemingly because she chooses that cyborg body rather than anything else. Also, because cyberspace lesbo orgies from what I can gather of what the manga is about. On a similar note her body while military grade follows the style of a common mass produced model as not to stand out. This is why the ree-ing over a white actress in the Hollywood version was so stupid: She's supposed to be that way in a cosmopolitan world where everyone just looks like whatever they think looks cool rather than an actual inborn ethnic identity.
If anything I'd say the Wachowski brothers embody the Ghost in the Shell spirit very well.
I kind of enjoyed Jupiter Rising. It wasn’t great, but I liked it, in spite of some pretty bad casting. Sens8 was another project of theirs which was disgusting, I literally watched 5 minutes and nearly ralphed.
