Mulch is ground cover. So weed and grass seeds can't take root. Anything already in the ground has an extremely high likelihood of not sprouting or reaching the surface to catch the sun. Anything that does make it through is an extremely small number and can be either hand pulled or hit with herbicide. I got hardwood mulch which is great for repelling "bad bugs". It also warms the soil more, holds in moisture, and when it decays it adds to/amends the soil in a positive way.
So planting is now just a matter of
Clear mulch in the planting spot
Plant and water
Cover as needed - either when the planted material is tall enough (if a seed) or immediate if a transplant.
Additional benefits are that certain plants that will sink roots anywhere a vine/branch/limb hits the ground can no longer do so, easier to see where one plant ends and another begins (easier to keep them separated so they don't fight each other), erosion control, nutrient control, pest control such as mice and moles.
Cuts down the work needed by like 90+% especially later in the year when it's prime growing season for weeds and grass (which go dormant when it's colder and hence grow more slowly).
