The purpose of POGO is to create "Gate Keepers", such as YouTube celebrities, or entire walled-gardens like Gab and Voat to identify, categorize, and track critically minded dissent and free thinkers.
Ostensibly, this would be useful if you wished to.. deal with them in mass, with something like say, rounding them all up under the auspices of a national emergency, internet/electrical grid failure, or a bio-engineered pandemic.
