Yeah allowing others to decide what you see is the opposite of a free, open forum. I know on the surface it seems like voting is an easy way to let a community self-moderate in a salable way but it's just got too many side effects and too open to abuse.
Let people vote for those who actually want to see what people are voting for but make that an optional way to view content, not the default.
That's an interesting idea, actually. Vote for content curators and make it an opt-in system where people have to seek out curators they learn to trust over time and opt in to their curation.
Personally, I like the high noise floor approach. It drives away people who think being offended is a viable career choice, it injects a bit of humor and it makes genuinely thoughtful posts that people put some real thought into stand out all the more.
