Why does this exist? Why do I have to have a certain of upvotes to be able to downvote?

I think most of the content people post here sucks and I want to downvote it. Why is that a problem?

I try and keep it 3:1 upvoats to down. Browsing All/New makes it difficult, especially when the spammers and shills are out in full force.

I guess. It seems like a silly reason to me. Especially with the limit on voting for new accounts in place. I would much rather have that limit increased than be forced to upvote shit.

Also what your saying kind of doesn't make that much sense really because it's just a voting ratio. That's really easy to maintain with bots etc because it's mathematical and thus easily scripted. So I'm not even sure you are right that forcing this ratio helps with spam or bots.

I do upvote things but rarely. There's maybe 1 thing per page that I find worth upvoting and that's it. A lot of the content here sucks.

Yup, and the endless streams of troll accounts when the trolls began open warfare here. It's a small price to pay for new users who find this place interesting, and takes very little time and effort to overcome the restrictions. Just enough to discourage unwanted behavior.
