It's bollards, they come up from the ground to stop cars.

those poles are awesome! the only thing is that so many kids are so selfish and entitled, that we would have them blacked hourly because of turds trying to run through them.

We have spikes too, they're used to stop people travelling the wrong way down a one-way street.

They fold down when travelling the right way over them, but pierce the tires when going the wrong way. They're not on every one-way street, but they are around. They have them on some exits to car parks too.

Those look pretty damn vicious, lol. The ones I linked to can at least be retracted. Then again, smaller, one way versions of the one you just linked have been in car-parks around here since forever and nobody's managed to off themselves on them (that I know of). If so, well, cleansing the gene pool, lol.
