I got the same message each time, all I had to do was add an extra space at the end of the text and hit submit again. There didn't seem to be a limit on how often I could spam the same thing in a given timeframe. I also tried this with changing my profile picture, and got the same result.
tl;dr: hit submit twice to post all you want.
edit for clarification: adding the extra space is to get around the message that says "You have recently submitted a similar comment. Please try to not use copy/paste so often." The "Sorry, you are doing that too fast" is the one that seems to be broken.

FOR THE PROFILE PICTURE BUG:
Normally, you would get this message if you try to change your profile picture too often in a short timeframe...

To force a new profile picture to go through and upload every time, all you have to do is click the "save" button at least twice in rapid succession. I was able to change my pic using both very large and very tiny images over and over again this way.

I always thought that part was only been tweaked on preview site to speed up the testing.

This is really a problem with trying to balance a false positive on the spam prevention (which is time sensitive). What we do in a few places is that we reset the spam entry if the user seems to have triggered an invalid state via normal model validation. This is leading to a loop where this check is cleared on each request when it shouldn't. I will need to add in a check to see if the trigger source is the spam check or not.

I don't think you need to add the space. Just hitting submit after the error appears will force your comment or submission through. BUG.

Ah yes, I see. When I tested this with submissions I used the same submission title multiple times and did not receive any spam notification errors, but when testing this with comments I change the comment every time (incrementing numbers) so I did not have to add spaces.
