[PREVIEW LinSql] Users can be both Moderator and Banned (voatdev)

By sending out a mod request followed by as well as a ban, a user is able to be a "banned mod." A banned moderator is incapable of posting while still being able to moderate a server to the extent of their clearance.

Edit: Order doesn't matter, the ban can come before or after the mod request

I don't know if this is worth fixing as it would be a very rare occurrence outside of SBBH.

I'm planning on not doing anything about this for the port. I assume the same behavior exists on Real Voat.

Not sure if this behaviour is mimicked on Voat or not, but I don't think it matters. There should probably be some check -- either a banned user cannot be a mod, or a mod cannot be banned. Also, can confirm that it is possible to be both a moderator and banned for the same subverse. BUG.
