The link address is frozen, the content at that link is not. IE if the picture originally in the link gets updated to a new picture after the fact, the new picture will appear in the old link.
We understand how relative and absolute image paths work. But I doubt many of us KNOW for a fact how Twitter handles a link from a website in a Tweet. You can assume you know, but until someone posts a link to a page they have admin control of, and then swap out the one image on that site to another, it is merely speculation.
