I do too, although I am still under 100 blue points so I cannot down-vote a response or up-vote more than 100 times in 24 hours...

Where might I find and explanation of "blue points" ... and the 'rules' that allow users to downvote...and post?

everytime I try and down-vote something I get a pop-up that tells me I cannot because I don't have enough points...
