Had they been intelligent, they would have discussed that with him prior to banning. But instead they decided to keep removing his submissions, so he would make a new one only after it was removed. Hell, they could have just ignored the first submission and left it alone.
it does also say "Asked to stop, ignored" but based on their M.O. here I'm going to guess that by "asked" they mean ordered to, and people here aren't really the sort that respond well to demands or threats

It’s a Voat problem. When the users (especially an influx of new ones) do not have the ability to ‘DV content they don’t want’, then strong moderation of clear trolls is the only way to keep them remotely on track.
I disagree that it's a problem at all, if the first thing they did was participate in the broader site they'd blow past 100 CCP with their first 10 comments no problem, the reason these faggots had so much trouble is that the first thing they did was lock themselves away in their little hugbox which they also CCP restricted. Many of them including some mods still had 0 CCP up until the restrictions dropped because they never once tried to venture outside this one subverse in a whole week. All of the problems they're having are the result of their own decisions so I feel no real sympathy for them in regard to this.
