Twitter does this already. When I click a twitter link from voat with referrer headers on, it takes forever to render the page and then says "this page took too long to load" or something like that. If I hit refresh, it then says, "You are rate limited".
When I turn off referrer headers, the twitter link loads instantly. They've been doing this for awhile. Try it yourself, click a link to twitter from voat with referrer headers on (make sure you are logged out of twitter).

I think it's more that people don't care about the facts, just how to spin it to support their pre-existing view or agenda. A lot of things get used like that, just things people reach for to bolster their position.
