run an intelligence agency do we? how many agents do you have in the field gathering intel? What are your collection methods? How much money do you spend on informants? I would like to know, because the only way you would know the CIA is running a chop shop is if you worked for the exact department operating in the dark, or had your own assets spying on them. Having actually worked in intel, the left hand doesn't have a clue what the right is doing. That's the beauty of secrecy and compartmentalization.
