80m sounds untrue. That is virtually every child in America. And if every adult is incapable of looking after a child, where are they going to find foster or adoptive parents. 80m over a ten period would be 8m a year taken by CPS.
There is unfortunately no source material. It may be true, in which case God help America. There must be a lot of inadequate parents and yet most children seem to survive their childhoods, and the majority thrive - after a fashion.

The child in the cage bothered me most - and the clown and monster snaps with the children visibly upset.
