It you do a google (better yet, yandex search engine) search for 'joe biden molesting kids', several videos will appear.
One, 12 minutes long, is a compilation of an all day swearing in of US Senators, during which time numerous blatant inappropriate acts were done by Biden, including the one you are asking about.

Do any of them talk about Biden's college roommate (Paul Tatchell)? Tatchell said Biden admitted to him that he had to jerk off to be around kids, or he wouldn't be able to keep his hands off of them. Other students heard him say it.
Still Google-searchable, believe it or not...try "Biden's college roommate said". Boom.
Really drives home and gives context to the pics and videos.
